UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using savings to weather growing financial challenges.”

Specific Cases of Proposed Sales

One local authority in Kent announced its property management strategy included the sale of a retail complex in Rainham and a social club in another town to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise council taxes next spring to address the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities recently further found local finances being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” said the study.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the study revealed.
